SECTION 105(L)
105(l) Optimization & Compliance
We optimize 105(l) reimbursements, manage annual submittals, and protect long-term funding stability.
Section 105(l) of the Indian Self-Determination and Education Assistance Act requires the federal government to compensate Tribes and Tribal Organizations for facilities that are used to carry out programs, functions, services, and activities which the Tribal Entity has elected to administer through either Title I & IV contracts, or Title V compacts.
At TDP, we prepare complete and well-documented lease proposals, by helping you choose the compensation method that best fits each facility, and working alongside agency staff throughout the review and approval process.
105(l) leases are required to be updated each year, and program compliance evolves over time, so ongoing attention matters. TDP will manage the renewal calendar, review cost items to avoid duplication, and keep clear records that make agency review straightforward. A complete, timely package helps keep your lease funding predictable year after year.

Facility Condition Assessments
We convert facility condition data into financial strategy and reimbursement value.
TDP's certified Facility Condition Assessments combine CCPIA® ComSOP inspection standards with advanced financial and lifecycle analysis to support 105(l) lease optimization. Our reports include cost estimates, reserve calculations, and Remaining Useful Life (RUL) projections, allowing eligible maintenance and replacement reserves to be incorporated into 105(l) reimbursement.

OPERATIONS
Property Management
We provide operational oversight and documentation that protects facility performance and preserves the integrity of 105(l) maintenance reserves.
TDP offers property management support for Tribes and Tribal Organizations that prefer additional operational oversight. Through remote monitoring, technician coordination, cost documentation, and structured reporting, we ensure maintenance activities are accurately captured and documented.
